Hotaru will ask people in person/over the communicator, but she'll also ask URSULA if there isn't some kind of like digital form/survey system or program in her database that she could use, too. (She wants something like Google Sheets and Forms, but she's from the early 1990s so she has no clue??) If there isn't anything like that, Hotaru will ask someone more tech savvy to help her with programming it (since she'd also like it to be accessible via the portable database/communicator), but she'd ask URSULA first (and she'll disclose why she wants it).
